MEETING MINUTES OCTOBER 20, 2008


Delegates Present: Maryan Barkley, Phyllis Burns, Cliff Carlson, Jim Hanley, Jim  Harvey, Earlene McClosky, Mike McGrath, Ken Stermetz and Bradley Thornton.  Guest Shirley Werner.

Meeting called to order at 3:05 p.m. at Landers by President Bradley Thornton.

Flag Salute

Corrected minutes of previous meeting showing correct balance forward of 5,572.53, expenses of $72.00, ending balance $5,500.53 approved.

Treasurers report: Bank balance $5,500.53. No income or expenses.

OLD BUSINESS;

1.  Additional changes to the by-laws as follows accepted by unanimous vote.

     ARTICLE III MEMBERSHIP

A.     Each Organization shall select up to four (4) delegates. (Adding up to)

(line 3) Two additional delegates may also be appointed.  (Deleting shall)

                            DELEGATE ATTENDANCE

Sec.1.  To remain a Delegate in good standing, each must personally attend  no fewer than seven out of the Council's twelve (12) monthly meetings each year.  (Deleting ten 10)

2.      Discussion of maps.  Cliff to see about maps at Assessors Office.

3.      Discussion and decision to not support Mark Howard's development in Flamingo Heights.  Maryan to write letter, email to council for corrections/additions/etc.

NEW BUSINESS:

1.  Discussion of probable annexation request by Town of Yucca Valley. Unanimous vote to oppose. Petition to LAFCO signed by all delegates present.  Cliff to fax to LAFCO pending file. Info and web site to be included in newspaper Hillhopper column. Form opposing annexation to be on HVCC web site.  Cliff will get parcel numbers from Assessors Office.

2.  Discussion of obtaining minutes from Y.V.Town Council.  Jim Harvey to obtain.     Unanimous vote to pay expenses not to exceed $100.

3. Yucca Mesa trying to obtain voter and land owner address lists from County. Unanimous vote to help with expenses.

4.      Discussion of rate hikes by Bighorn Water.  Johnson Valley against.  No action can be taken by HVCC.  Landers and Flamingo Heights have to handle separate.  Will address their members.

5.       Discussion of introduction to new County Supervisor Derry.  Wait till after installation in office.

6.      Discussion of possible revenue sources.  Wine & Cheese tasting party favored.

7.      Status of improvements to O.W.S. given by Bruce Davis at previous meeting, but not set to start until 2009
