Box 3694 Landers, California 92285 TEL: +1.760.4184203 MEETING MINUTES FEBRUARY 16, 2009 Delegates present: Rick Sayers, Phyllis Burns, Maryan Barkley, Ken Stermetz, Earlene McClosky, Mike Lipsitz, Mike McGrath, Jim Hanley, Jim Harvey, Charlene Claybaugh, and Betty Munson.
Guests: Rick, Keyle and Marina West, Mel Bailey, bob & Elizabeth Karmen
Meeting called to order at:3.02 p. m. at Landers Association by Vice-President Rick Sayers

Approval of previous minutes: Correction on the spelling of Marina West's name noted.
Treasurers Report: Treasurer: Report for November, December and January. Interest income $81.59,
Total balance $5,582.l2. Amount in regular checking $652.02, amount in disaster account $841.50.
OLD BUSINESS:
1. Copies of the revised by-laws handed out. Vice-President Rick Sayers noticed that he
should be one of the signers on the account. It was approved to add Rick to the account. 2. Informative talk for disaster preparedness given by Marina West. Motion passed to have
each association check back with their associations to obtain two volunteers in a joint effort to prepare
for disaster. Group will then set up guidelines, meet with various officials such as fire chief.
3. Update on Town of Yucca Valley's plan to include Yucca Mesa in their
sphere of influence by Elizabeth Karmen They have 2200 signatures. Town has not filed
yet. We have 3 months to protest and there will be a public hearing by LAFCO .
4. Mel Bailey presented complaint against Bighorn-Desert View Water basic service charged.
He was informed we had no jurisdiction in the matter.
5. Bulk rate postage o.k.'d by Post Office. YMIA and FHCA to participate
6.Results of meeting with Land Use on Jan. 20. County is waiting to hear from public. Petitions
placed for signatures in various places.- Letter against o.k.'d
7. Resolution sent regarding western expansion of 29 Palms Marine. Copies distributed.
Betty Munson supplied information regarding the environmental Quality Law, California's
Is much stricter than the Feds, and Base is not using California's law.
8. Plans for wine & cheese party discussed.
NEW BUSINESS:
1. Old Woman Springs historic/scenic highway discussed by Betty Munsen. Motion to send
letter/resolution passed.
2. Maryan investigating San Bernardino County Special Districts. Report at a later meeting.
3. Ken Stermetz announced Landers school now has child pre-school and local children and
